Held the VI Tripartite Seminar on the application in Spain of the Maritime Labor Convention MLC, 2006

As a continuation of the tripartite seminars initiated in 2014 to carry out the monitoring of the application in Spain of the Maritime Labor Convention known as MLC, 2006, and 10 years after its entry into force, the VI meeting was held at the ILO office for Spain.

The meeting was attended by representatives of the Spanish social partners in the sector, ANAVE and CCOO, as well as the Labor and Social Security Inspectorate, the Directorate General of the Merchant Marine, the Social Marine Institute, representatives of the ILO-Geneva Maritime Standards Unit and the ILO Office for Spain, and served to highlight the progress and challenges in the implementation of the Convention in the country.

All parties agreed on the progress made by Spain in the 10 years that the agreement has been in force, both at the regulatory level and at the level of coordination between the Spanish public administration and employers and workers; as well as the need to continue promoting social dialogue in the field of merchant shipping to continue the progress made, particularly with regard to the specificities in terms of occupational risk prevention adapted to the sector, and this, in line with the ILO Committee of Expert's report to Spain on regulation 4. 3 of the MLC Convention, 2006.

Addressing the issue of medical certification was another of the issues put on the table by the intervening parties, together with the need to have updated lists of placement agencies in all ILO countries duly authorized in accordance with the MLC, 2006.

From the ILO, the coordinator of the Maritime Unit of the ILO Standards Department, Beatriz Vacotto, encouraged the parties present to invite Spain to raise the amendments to the convention it considers appropriate on the issue, thus taking up all the pending challenges addressed at the VI Seminar and recalled the country's obligation to report the MLC, 2006, in September of this year along with the other conventions that affect maritime labor, as pointed out by the director of the ILO office for Spain, Felix Peinado.

The ILO has also reported on the new recommendations developed by the ILO and the IMO on the protection of seafarers from violence and harassment in February 2024 and the meeting held in November last year between the ILO and the IMO where the ILO director general, Gilbert F. Houngbo, called for a new social contract in the field of maritime labor.

The seminar concluded with the agreement of all parties to continue holding this type of meetings of great value for improving coordination and advancing compliance with the agreement in the country and reminding the ILO how this type of seminars held in Spain are an example of good practices of the MLC, 2006, for the rest of the countries.
