The ILO's World Employment and Social Outlook: Trends 2018 takes stock of the current global labour market situation. The report launched during the recent annual meeting of the World Economic Forum raises concerns about the ability of the global economy to generate sufficient jobs. For Central and Eastern Europe the report states that the rebound of economic growth does not lead to major employment increase.

This paper examines the political economy of pension reforms in times of economic crisis and its impact on social dialogue and tripartite institutions in Slovenia. The Slovenian economy was badly hit by the global economic and financial crisis of 2008-2009, which was the worst crisis experienced by the country since the break-up of the former Yugoslavia. This crisis, combined with the pressure of financial markets and international institutions forced the government to initiate several reforms, including changes to the pension system.

These Guidelines were elaborated with a view to assisting managers, workers’ representatives and governments concerning measures and processes to be considered when restructuring the labour force. They give, first, an overview of the international and European legal framework and principles to be taken as a basis. The detailed measures that can be adopted are then described, with some examples of good practices from Europe. They are intended to contribute to the debate on how best to conduct enterprise restructuring, with a view to improving productivity and at the same time mitigating the effects on the workers.
